On the contrary, there is. Jail, prohibition, slander against familial names, etc. You name it, they have it. And still people do it, why?

Yes, but then why do they still ignore the consequences? They don't steal, nor kill people, and those actions can have the same effects as taking drugs.

athletes do drugs, because the short term gain is more important then the long term damage, which actually is true in a sense. as an athelete's career life span really isnt long. Case: Ben Cousins.
athletes do drugs before their athletes. it's almost synonymous.
